Democracy has come to stay

Dalip Singh Wasan, Advocate,

We must note that democracy has come to stay and therefore, time has come when we should train people for electing the same for our August Houses.  The present stuff is not fit for running the administration which has become complicated because of advancements in the fields of science and technology and also the administration system has also changed.  We are to work under the provisions of the Constitutions which are available in all the countries and at the same time we shall have to look after the people of our country.  The times of rajas, maharajas, monarchs and the time of imperialists is gone and therefore, the old system is not permissible under the changed circumstances.

We know that we need trained people in all the fields and when trained people are available in the administration, we need trained people who should sit in our August Houses who should be able to coordinate with the officers functioning under them and when people from the political side are not competent people, they turn the democracy into a bureaucracy and we must avoid this introduction because these people are not directly elected or appointed by the people and therefore, they are not responsible or answerable to the people.  Such situations are against the concept of democracy and we must avoid such situations.

Therefore, time has come when we should have a trained cadre in the political set up.  Our universities and training institutions must introduce such courses which should trained people for this side of our public service.  Politicians are also public servants and therefore, we should have a trained cadre and there should be committees who should examine these candidates and prepare a list of people who should be given certificates and they must be allowed to enter politics and stand in elections.  None other should be allowed to contest election so that we could bring competent people in this cadre.  This system shall reduce the number of people in politics and the people in this cadre shall be able to have coordination with the people in administration and they shall be able to have control over them and supervise their work.

  1. We have already wasted much time and such system should be introduced in all the countries where they have established democracy because in democracy all those who are elected and appointed are public servants and they must be competent people and must be selected before they are allowed to contest elections.
